Eco-towns will be developments of a minimum of 5,000 homes linked to, but distinct from, existing settlements. These new settlements are being designed to achieve the highest standards of environmental sustainability. This consultation is being undertaken with the aim of drafting a planning policy statement on eco-towns.

By 2016, all new homes will be 0 carbon homes. This government consultation proposes a definition of zero carbon new homes, based on their high energy efficiency and carbon reduction on or near to the homes. It also proposes allowable solutions for dealing with the remaining emissions.
